NOTICE OF CONTRACTOR SELECTION
1. General Information
JSC Almaty International Airport, established in accordance with the legislation of the Republic of Kazakhstan (hereinafter referred to as the 'Client'), hereby announces the initiation of a procedure for selecting a qualified contractor for the implementation of the project “Almaty International Airport Aviation Fuel Farm Project”, Notice No: PR02-10.2025
2. Purpose of the Selection
The purpose of this notice is to conduct a preliminary selection of contractors possessing the required technical, financial and organizational capacity, as well as proven experience in delivering similar infrastructure projects.
3. Scope of the Project
“Almaty International Airport Fuel Farm Project” consist of below works:

| Fuel Tanks | Construction of 6 to 8 JIG2 compliant fuel tanks and upgrading of the existing tanks to EI1530/JIG2 standards. |
| Monitoring and fire extinguishing systems |
Implementation of automatic fire, gas and fuel leak detection and alarm systems, as well as automatic fire extinguishing system. |
| Operation systems |
Revamping and construction of Electric, instrumental and automation networks with potential for further expansion until 2050. |
| Control room | Construction of a new control room. |
| Wastewater drainage |
New global wastewater drainage network, wastewater storage, separation, and clean water final connection to city sewage network. |
| Pumping and piping works |
Revamping and construction of booster and transfer pumping stations as well as new piping networks with potential for further expansion until 2050. |
| Truck loading skids |
Revamping and construction of truck loading skids. |
| Railway unloading bay |
Extension and revamp of the existing railway unloading bay. |
| Hydrants | Connection to existing PTB hydrants and Construction of new hydrants towards the future cargo stands area. |
4. Minimum Qualification Requirements
Applicants should note that, in order to participate in the selection process, they must meet the minimum qualification requirements specified below.
4.1. Historical Contract Non-Performance:
(i) Non-performance of a contract did not occur within the last five (5) years prior to the deadline for application submission, based on all information on fully settled disputes or litigation;
(ii) Not being under execution of a Bid-Securing Declaration for five (5) years.;
(iii) All pending litigation shall in total not represent more than twenty five
percent (25%) of the Applicant’s net worth and shall be treated as resolved
against the Applicant.
4.2. Financial Performance:
(i) Current Assets / Current Liabilities ≥ 1,5 and Total Equity / Total Assets ≥ 20 % for the last three (3) years;
(ii) Minimum average annual Construction Turnover of US$ 30,000,000 for the last three (3) years;
(iii) Financial Resources of US$ 3,000,000 cash-flow requirement and the overall cash flow requirements for this contract and its current commitments.
4.3. Experience under construction contracts:
(i) similar in scope, size, and complexity to the proposed work- in the role of contractor, subcontractor or management contractor for at least the last ten (10) years;
(ii) as a contractor in at least three (3) contracts within the last five (5) years, where the total value of the applicant’s participation in these contracts exceeds US$ 15,000,000 and at least one of these projects must have a value of US$ 30,000,000 or more, and must be similar in nature, complexity, technology, or other relevant features, including hydrants and/or aviation fuel farm works.
(iii) (a) Projects that include EPC Works for fuel supply and dispensing facilities within similar operational airports;
(b) Projects that include execution of automatic fire, gas and fuel leak detection alarm systems, automatic fire extinguishing systems, Piping E&I and automation networks, pumping stations and hydrant systems, nor necessarily for an aviation fuel farm;
(c) At least a project on aviation fuel farms while maintaining operations.

The selection will be conducted through the Tenflex Selection Platform (www.tenflex.net). Application submission deadline is 19th December 2025 15:00 Almaty Local Time. Late applications, Portion of applications, Applications not received shall not be accepted for evaluation irrespective of the circumstances.
